They need to outreach more into the public, specifically at the everyday person. Schools, college campuses, banks, hotels, etc. Most cyber attacks start at the bottom, then the user escalates from there. They're like termites. Once they're in they work their way all the way up.
You're not spying on Americans? Then how do you know Americans are getting hacked? One of the rules of hacking is that you need to exploit a vulnerability to catch hackers, and people don't know these vulnerabilities exist in their homes and that you're exploiting them to surveil on them "for the sake of catching hackers".
