Trump funded food aid benefits in a previous shutdown

Hours before 42 million Americans lose their food assistance benefits, a judge ordered the Trump administration to use emergency reserves for these payments during the shutdown. The federal judge in Rhode Island blocking Trump from halting the payments.
In response Trump said, “Our Government lawyers do not think we have the legal authority to pay SNAP with certain monies we have available” adding “I have instructed our lawyers to ask the Court to clarify how we can legally fund SNAP as soon as possible.
MSNBC White House reporter Laura Barrón-López reports that Trump knows he can fund SNAP because he did it in a previous shutdown.
