The context would indicate the word "shuddering"
Unfortunately either the way he uttered it or some recording anomaly made it sound more like "shuttering", a significantly different word

Why should ANYONE listen to this man? He spied on our own congress. He admitted it! He excessively used the phrase “imminent threat” to justify drone warfare, killing thousands of civilians. He has been one the strongest endorsers of the Guantanamo war crimes. He is the epitome of what’s wrong with our intelligence agencies. They expect ZERO accountability and to act above the law in the name of “national security”. I’m not saying trump is in the right, he’s not. But this man should never be trusted! The fact that MSNBC and Psaki would have him on illustrates what a garbage network this is.
