Because if a polling place where people vote do not require a drivers license or a state ID card how are they going to know that you voted? You can go to 28 places and say your name is something different when you go to 28 places. That is why you need to have a drivers license or drivers ID or a legal passport showing that you’re a citizen of the United States and then you can vote once and only once. They were letting so many people to mail in ballots that they were putting ballots in for their dog
