Japans 2011 tsunami was equivalent to 480 megatons to displace the water to cause a tsunami, it would be possible to cause a small tsunami but not worth it, that's why the West gave up on underwater testing early on to cause waves, it's more worth while to use the weapons to do structural damage to ships hulls from surface bursts

South Korea also has no choice. Possession of nuclear weapons is the only way to survive. The U.S. nuclear umbrella cannot be guaranteed at all to the threat of North Korea's nuclear warhead ICBM. South Korea must also possess nuclear weapons.
