   A lot of important positions have backups. i.e. There's a Vice President. In the military, the next ranking officer. In a royal family, there's an heir to the throne. In a big play, there's an Understudy. If the entirety of Congress is paralyzed and cannot function without the speaker, then wouldn't it make sense to designate a backup person for that position?
