The FBI can, and does threaten people if they don’t testify as specified. It is the ultimate abusive power, but it happens all the time. Even in small investigations the FBI does daily on personal basis. Commonly, they’ll make up lies that others are testifying against you, or are reporting certain facts that in reality don’t exist, in order to coerce you into testifying their way. This is daily operating procedure for the FBI and Department of Justice officials.
