The planning stage of the operation was never discussed by the media. And that was where the real screw up occurred. Because of the Posse Comitatus Act, before the first tank could ever roll out of Ft Hood, Bill Clinton had to personally approve the operation. As president, he was commander-in-chief. That was his army, acting on his orders. He should have been briefed on the safety regulations. Those regulations say that when the FBI, ATF, DEA, etc. are going to arrest a charismatic leader like Koresh, they are supposed to arrest him when he is away from his followers, otherwise, he could rally them into a hold-out which could end in a mass shoot out. Which was exactly what happened. This rule was adopted following the siege at Wounded Knee South Dakota where 200 Oglala Lakota took over the town of Wounded Knee on the Pine Ridge Reservation. So, whoever planned the FBI raid intentionally broke safety regulations. He/They literally caused the hold out by trapping Koresh with his followers. Whoever it was they never charged him/them, but should have been. (Think of it as reckless operation of a tank.) In the aftermath, Janet Reno publicly took the blame for the operation, but she played no role in the planning stage because she wasn’t Attorney General until after the siege began.* She reputedly blackmailed Bill Clinton into keeping her on after Waco. But what could possibly be so important to Bill that she could recklessly kill 75 people, 25 of them children, and still keep her job? A: Everything that I just told you. But, that still doesn’t explain why he would order them to ignore their own safety regulations. Either they told him about the regulations or they didn’t. If they didn’t, then the responsibility was theirs and they should have been indicted. But, they weren’t. That means they must have, or else Bill was derelict in upholding the law and shielded these reckless killers. Or he ordered them to violate their own safety regulations and with malice aforethought, ordered them to endanger all those people. What would motivate Bill Clinton that much? Why would he want to flood the TV news every night with pictures of this doomsday cult and their odious leader holding off the FBI and ATF and US Army with 50 caliber, anti-armor weapons?
