There needs to be an agency were the public can go to for help is law enforcement commit crimes against the public or abuses that Authority for the Publix. This agency must not be part of law enforcement must have the police powers to investigate arrest charge and convict law enforcement from the federal level all the way down to the local level that commit crimes against the public. right now there's no such agency.
