President Donald Trump criticized the Biden administration’s catch-and-release policies, but in his second term, the president is quietly using a different approach: “catch, detain, and release.” Rosa Flores spoke to immigrants in Laredo, Texas who are repeatedly being apprehended by federal authorities, only to be released and then rearrested. This continuous cycle has frustrated many, including one mother who says she’s tired of the federal government arresting her over and over again.
