Police fusion centers are intelligence hubs created after 9/11 to share information among local police, the FBI, the Department of Homeland Security, and other federal agencies. Brennan Center’s Faiz Patel says fusion centers started as a counterterrorism tool, but moved to a broader purpose. They “have access to broader pools of information at the same time, very few rules governing how that information is used.”
