A presidential pardon is not a totally free pass. When someone is pardoned for a crime they have been convicted of, or charged with, they legally accept the conviction for the crime. When Trump pardoned sheriff Joe Arpio of Maricopa Count in Arizona, he effectively released him from the obligation of serving his sentence, but it did not exonerate him from having committed the crime. Accepting the pardon was an acknowledgement of guilt, which left him with a criminal record. This would apply in the same way to anyone Trump pardons. He can offer them a get out of jail free card, but with a criminal record, they would be ineligible from holding doing the type of work that they are use to. Where a state would have legal restrictions from convicted felons holding office on the board of a corporation, for example, it would be illegal for them to do so. Also, a person cannot be pardoned for future criminal acts. A fundamental principle of law is that a person charged with any crime is innocent until proven guilty in a court of law. Anyone Trump wishes to pardon must have been found guilty in court before Trump leaves office and that is highly unlikely, given the limited number of days he has left.
Burdick v. United States, a 1915 U.S. Supreme Court decision that states that "a pardon carries an imputation of guilt and that its acceptance carries a confession of guilt."

Many Americans do not have any health issues so it would not be wise for them to be pressed to receive this vaccine. Plus we have not heard any top health officials speak on the long term AFFECTS on the body if someone receive the vaccine.
