I am not a fan of Biden but he's just being old fashioned. People used to not be so sensitive about random shit. People used to talk and sometimes gently touch the shoulder, back etc of the person they're talking to. I was speaking with an elderly gentleman earlier today and he touched my back while he leaned in to speak with me. Am I offended? Not in the slightest. It used to be common. It was never offensive or meant to be offensive. People are far far to sensitive these days.

The "hands of my shoulders" lady is Stephanie Carter, it's ex-defense secretary's wife. She posted on social media that Biden kept his hands on her shoulders “as a means of offering his support” and and "he had leaned in to thank her for letting her husband serve in the Obama administration".
