How does one define the difference between "Conspiracy Theory" and "Probable Cause" ….Why does a police detective investigate when a person is "Missing" – There is NO EVIDENCE that a crime was committed! ! there is NEVER evidence when a person is Missing – but police always investigate if the person was missing more than 24 hours….Should we change law enforcement rules to say – NO INVESTIGATIONS "Unless you have smoking Gun evidence before starting the investigation"???? would that be smart?
