When Russia takes Americans hostage through trumped up criminal charges, I don't understand why the US does not then break off diplomatic relations with Russia, call home US diplomats, and send home ALL Russian diplomats. I see what the US loses by tolerating such behavior, namely, it guarantees Russia will take more Americans hostage in the future. What I don't see is what the US gains from tolerating it? What's the upside? Why not a zero tolerance policy?
