The debt ceiling only exists in the US and Denmark. It has no real useful purpose except to create unstability when republicans have a majority in Congress.
Regarding the debt and "responsible" spending, it's another republican lie.
After GOP robed the people by tax cuts for the very rich since Reagan, including the Bushes and Trump, you can't say with a shred of honesty that you have to cut spending, to those who really need it. So really you have to increase taxes for corporations and the very rich. There is plenty of health produced in the US by the people to pay for everything and reduce / eliminate the debt. Don't forget that while earning less, the average American worker produces 6x than 60y ago. The Increase in mean life expectancy also means that the working force has increased (no, not life span – that's about 80y after the age of 15, for the last centuries).
So the question is, where does all that health go? It doesn't stay with the people that produces it, and it doesn't go to the federal budget to be spend in the people that produces it. It's goes to the pockets of a few and of corporations. Now, that's what has to change.

Why do Republican politicians hate working Americans so much
Why do we have a Republican party. Tax cuts for themselves and their rich donors start wars spend money. Then cry when not in power. Steal from the poor give to the rich. Lets cut politicians payrolls first.

Path #4 – Use the 14th Amendment to simply ignore the debt limit in order to prevent a default.

Literally the economic ramifications from defaulting is worse than just dealing with the debt, and the spending cuts Republicans propose is worse than just defaulting on the debt. We'd be better off just defaulting on the debt, less people will be financially harmed, than if we give in to their cuts.
